Jim Carter Joins Proxy Aviation Systems as Director of Business Development

Carter brings extensive knowledge of combat aircraft and weaponry

Germantown, Md. -- March 12, 2007 -- Proxy Aviation Systems, Inc., a company that develops fully-autonomous, optionally-piloted unmanned aircraft systems (UAS), announced that Jim Carter has joined the company as Director of Business Development. In this position, Carter will work closely with Proxy Aviation’s CEO, Don Ryan, to guide business development initiatives and maximize the growth potential of the company.

Carter brings more than 28 years of operational flying experience. He recently retired from the United States Air Force (USAF), where he last served as Vice Commander of the 53 Wing at Eglin Air Force Base (AFB) in Florida, Air Combat Commands Operational Test Wing for all combat aircraft and weapon systems. Earlier, Carter served as Group Commander at a classified base in Pakistan for four months in 2002, supporting Operation Enduring Freedom. During his tenure, he oversaw unmanned aerial vehicle (UAV) operations and the first operational use of a small UAV developed for air base defense.

After retiring from the USAF, Carter worked with Johns Hopkins Applied Physics Lab (APL), Global Engagement Division. At APL, he was the Systems Engineering Integration Team Lead to the Joint Integrated Project Team for the Tri Service effort to integrate Unmanned Aerial Systems into National Airspace.

Carter holds a Master of Science in Business Administration from the University of LaVerne and a Bachelor of Science from the United States Air Force Academy. He is a fighter pilot, with over 2600 hours of flight time in the A-10, F-16 and OV-10 aircraft.
